He was born on September 8, 1962 in Karkaralinsk of the Karaganda Region. He holds a degree in Economy from the Karaganda Cooperative Institute, graduating in 1984. He has a PH.D in Economy.
From 1984 through 1984, he worked as an economist at the Karkaralinsk Public Catering Company and was a secretary of the Komsomol Committee of the Karkaralinsk Veterinary College.
From 1985 through 1986, he underwent military service in the ranks of the Soviet Army.
From 1986 through 1991, he was a second secretary of the Karkaralinsk District Committee of the Lenin Communist Union of Youth of Kazakhstan and worked as Head of the Karaganda TransAgency and instructor of the District Trade Union Committee of the Karkaralinsk Agro-Industrial Trade Union Committee.
From 1991 through 1998, he worked as a Manager at Altyn Emel, JSC, Director of Ugol-Export Firm at the Kazpromexport Republican Export Enterprise and Vice-President of the Kazybek State Export Corporation, Almaty.
From 1998 through 2000, he worked as a Deputy Director of the Mir (World) Interstate Television and Radio Company at Astana Branch Office.
From 2000 through 2002, he headed the Financial Directorate of the Karaganda Region.
From 2002 through 2005, he headed the Department of Financial Regulation of the Ministry of Transport and Communication of the Republic of Kazakhstan.
From 2005 through, he chaired the Board of Directors of the Yesnur and Co, LLP.
From 2007 through 2009, he headed the Institute for Economic Research, JSC at the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
In June 2009 by the presidential order he has been appointed Head of Social and Economic Monitoring Department of the Administration of the President of the Republic of Kazakhstan.
