June, 28, 2008 in Astana the Ministry of Economy and Budget Planning of the Republic of Kazakhstan and the Institute of economic research conducted the Astana Economic Forum on Modern aspects of economic development under the conditions of globalization, in which approximately 100 leading economists, prominent political figures and entrepreneurs of more than 40 countries of near and far abroad participated.
The Astana Economic Forum is the main event of the Eurasian club of scientists, which selected the president of the republic of Kazakhstan Nursultan Abishevich Nazarbayev as its honorable member. Forum will be traditionally conducted in Astana. The key questions of the modern economics, perspectives of economic development, economic stabilization and security of states, integration processes strengthening were discussed on the platform.
400 people and about 100 representatives of mass media communications took part in the forum.
Total sum of participants: 4 delegations of international organizations (UNO, UNO Eurasian Commission, International union of economists, EEC). More than 100 foreign participants from 45 countries took part in the Forum. Moreover, about 25 representatives of 18 embassies of foreign countries in Kazakhstan participated in the forum.
More than 170 participants from Kazakhstan, including representatives of state power organs (executive and legislative ones), including ministers, heads of agencies and committees, the first directors of national companies, deputies of the Senate and the Mazhilis of government and the heads of scientific organizations, research economists and the heads of Kazakhstan business.
The Forum functioning began at 10 am in the Rixos President Hotel Astana hotel with the plenary meeting, where the assistant of president of the republic of Kazakhstan A.O. Issekeshev read the greeting speech of the president of the republic of Kazakhstan, Nursultan Abishevich Nazarbayev.
The greeting speech mentioned that the Astana economic forum would assist to the further integration process strengthening in Eurasia.
“I’m sure that the forum will become the well-known and useful dialogical platform to exchange ideas in the large scope of problems in modern economy. The Astana economic forum will allow to provide assistance to the further reinforcement of the integration processes on the territory of Eurasia, discussion of the key problems of economic development, gathering the world plead of leading researches to form the adequate answers to the existing challenges in the world”, - says the greeting speech of the president of the republic of Kazakhstan.
I suppose, the discussion of concrete problems within the limits of the forum will reinforce the role of the Eurasian region in solving the urgent problems of economy and security. I hope, that conducting the forum in Kazakhstan will prompt the beginning of long-term collaboration, I wish all the participants success and fruitful work” – declares the document. The moderator of plenum meeting was the minister of economy and budget planning of the republic of Kazakhstan, the assistant to the president of the republic of Kazakhstan, A.O. Issekeshev.
The head of Coordination Union of Eurasian economic club of scientists Sultanov Bakhyt Turlykhanovich, the director of the institute of market problems of Russian academy of sciences, Nicolay Petrakov was chosen the president of observation committee of EECS, for this reason the honorable Russian scientist opened the plenum meeting of the forum. He considered the problems of economic integration of Russia, Kazakhstan and other eastern regions of CIS, indicating the problems impeding the process.
Rachel Mayanja, the United Nations Secretary-General's Special Adviser on Gender Issues and Advancement of Women, made a greeting speech addressed to the orginizers and participants of the Astana economic forum. In her speech Rachel Mayanja considered the problems of globalization in the gender aspect.
General director of the institute of stragetical and international researches of Malaysia, professor Mahani Zainal Abidin, PhD made a presentation of her performance on Globalization and its influence on the oil-exporting countries: Malaysia and Kazakhstan.
Mahani Zainal Abidin shared the experience of her country in finding a way out of crisis economic situations and read recommendations, which can be useful to Kazakhstan at this stage of development. In particular, the ways of managing a budget surplus and avoiding the Holland decease in economy were discussed.
Valeriy Geyetz, Director of Institute of Economics and Forecasting at the National Academy of Sciences of Ukraine, Academician of NASU, professor, doctor of economic sciences, the nuances of Ukrainian Economic policy in his speech on Economic policy of Ukraine under the conditions of globalization
The representative of Switzerland, professor Paolo Garonna, holding a post of deputy executive secretary of the UNO European economic commission, made a speech on Eurasian economic integration: lessons from the pan-European experience.
In his speech Paolo Garonna named Central Asia the heart of Eurasian integration. In this context he considered the place of Kazakhstan in the region.
The creation of Eurasian club of scientists is a display of Kazakhstan’s leading position in the promotion of the idea of eurasianism. – highlighted he in his speech.
The guest from Philippines, professor of the department of Central and Western Asia of Asian bank of development, PhD Norio Usui.
The chairman of the department of European Academy of foreign trade and economic cooperation in the ministry of Commerce of the people’s Republic of China, PhD, professor, Lyu Hua Cin made a presentation on China: regional economic cooperation under the conditions of globalization.
The press conference with the participation of the quests and journalists having spoken at the plenum was conducted on ending of the main part of plenum meeting, where journalists received the answers to the questions they were interested in.
The general sponsor of all events in the scope of creation of Eurasian economic club of scientists in the period of june, 26 to 28, 2008 was Samruk Kazakhstan holding for management of state assets, official sponsors –Eurasian bank of development JSC, Turan-profi international professional academy, KEGOC JSC, Air Astana aviacompany, Atana-finance, Rixos President Hotel Astana.
The events were conducted with information support of Khabar agency JSC, Astana radio, Kazakhstan national TV channel, Television of Astana Ltd., Era TV telecompany and Business kz, with juridical support of consulting company “Business expert-M” and with technical support of Kazakhtelecom JSC.
A section work was conducted within the scope of the Astana economic forum in the Ministry House building at 3 p.m. The work of sessions was arranged in the following directions:
- Economic integration of countries under the conditions of globalization.
- Macroeconomic regulation of economy under the conditions of globalization.
- Global competiveness of the countries of Eurasia.
Work of the 1st section on Economic integration of countries under the conditions of globalization comprised two conferences.
The moderator on the 1st conference on The development of economic integration of countries under the conditions of globalization was Glazyev Sergey Yurievich, academician of Russian Academy of Science, professor, doctor of economic sciences, scientific supervisor of the national institute of development.
The moderator on the 2nd conference on The development of integration processes in the various spheres of economy was Bolshakov Boris Evgenevich, the chairman of the sustainable innovative development chair of the International university of nature, society and man, doctor of technical sciences, professor, academician of Russian Academy of Natural Sciences.
The work of the 2nd section on the theme: “Global financial crisis and its consequences under the conditions of globalization” comprised 2 conferences.
The moderator on the 1st conference on the theme: “Macroeconomic regulation of economy” was Georgiev Rumen Mladenov, vice-president of international union of economists, academician of IMA, doctor of economic sciences, professor (the republic of Bolgaria).
The moderator on the 2nd conference on the theme: “Global financial crisis and its consequences under the conditions of globalization” was Seitasimov Gabdygapar Sagitovich, the rector of Kazakh university of Economics, Finances and International Trade, doctor of economic sciences, academician of National Academy of Science of RK (the republic of Kazakhstan).
The work of the third session “Global competitiveness of national economy” comprised 2 conferences.
The moderator on the 1st conference on The increase of national economy competitiveness was Kayumov Nuriddin Kayumovich, the director of the institute of economic researches of the ministry of economic development and trade of the republic of Tadzhikistan, doctor of economic sciences, professor, academician of Academy of Science of the republic of Tadzhikistan (the republic of Tadzhikistan).
The moderator on the 2nd conference on The factors of national economy was Kryuchkova Irina Vladimirovna, deputy minister of economy of Ukraine, doctor of economic sciences, professor (Ukraine).
The final conference was conducted on the results of the work of forum, where the supervisors of 3 sections voiced the resolutions of sections and confirmed the data of II Astana Economic forum.
The participants of the 1st sectional conference of Astana Economic forum having discussed the reports and exchanged opinions on the problems of economic integration of countries under the conditions of globalization, mention that:
Strengthening the integration on the basis of various economic blocks and unions becomes the leading tendency of modern geopolitical and geoeconomical processes. At present, the Eurasian economic community is formed as the united economic space under the conditions of world economy globalization.
The creation of customs and economic unions in the scope of EUC is the important step on the way of forming the common Eurasian economic space.
The formation of the united educational space including the mutual acknowledgement of diplomas and other qualification documents, the development of common educational standards, the broad exchange of teachers and students has the special meaning.
The participants developed the following recommendations:
· Seek the prompt realization of plans of the creation of the united economic space in the scope of EUC with the participation of other states of CIS, including the formation of customs union and multiparty zone of free trade.
· Support the initiative about the realization of XXI century global project – the creation of the World Park on the territory of Kazakhstan, where the industrial and technical achievements of world civilizations will be concentrated, the conditions of spreading the modern science-intensive technologies and their transfer to the developing countries were created. To take into account Kazakhstan’s experience in organizing public-private partnership in the implementation of economic development policy.
· For the purpose of providing the sustainable development of countries the generalized index of integration of the countries of Eurasian continent should be used, which is suggested to be formed on the basis of universal indices set by the law of life development. It becomes reasonable to take the special research program on building the harmonized, logically arranged system of interaction of breakthrough projects and laws of nature to increase the effective state management.
· Create the conditions of formation of united educational, scientific and informational space. To seek the mutual acknowledgement of diplomas and other qualification documents, development of common educational standards, broad exchange of teachers and students.
· Conduct the researches on the development of theoretical fundamentals of integration, methodology of the formation of the united economic space, problems of Eurasian integration development, the development of complex system of qualitative and quantitative indicators, allowing assessing the integration processes. Conduct the researches on the development of the system of regional integration indicators (SRII). Conducting the systematical assessment of integration process influence on the development of the countries of CIS and monitoring the process of integration in dynamics will have a great significance for the development of integration processes on the space of Eurasia.
In the scope of work in the second section the participants of forum listened to and discussed the reports on the problem in two directions: “Macroeconomic regulation of economic processes under the conditions of globalization”. Expressing satisfaction from the work performed, the participants of the section made the whole range of suggestions concerning the development of mechanisms of macroeconomic cooperation and regulation under the conditions of globalization to overcome the consequences of financial crisis, which began on the global markets of 2006-2007. Therefore, the participants of the first Astana Economic Forum, 2 sections were united around the fact that one of the most important directions of the Eurasian economic club of scientists should be oriented on the creation of the integral system of management of macroeconomic and regional risks of the separate countries of Eurasian region and making the concrete arrangements in coordinated improvement of monetary and credit and fiscal policy in the region.
The participants of the 3rd sectional conference of the Astana economic forum having discussed the reports and exchanged their opinions of the problems of global economy competiveness of Eurasian countries observed the necessity of forming the special mechanism of innovational activity development by tax remissions and preferences, developing the public-private cooperation in innovational processes. The educational system using the formulae “Education through life” , which open up possibilities to each individual to successfully solve the problems set to him giving scope to increase the quality of knowledge and skills for the whole life. To focus the reforms and investments on the creation of the “intelligent” economy based on knowledge. Investments in the human resources should be more effective. The efforts of creating the united educational space and professional training in the space of Eurasia should be directed. The transition to the innovational model of development requires actions of the further development of small and medium businesses: providing entrepreneurs the extensible approach to leasing services (new technological equipment, industrial buildings, office equipment, etc.); expansion of target financial market for the development of small business. The development of network of centers of entrepreneur training and retraining for the competent management of one’s own business; development of non-commercial consulting and other types of centers supporting small business; development of the necessary infrastructure, especially in countryside, etc.
