II Astana economic forum “Economic security of Eurasia in the system of global risks” took place in March 11-12, 2009 in Astana organized by the “Eurasian Economic club of scientists” Association, Ministry of Economics and budget planning of Kazakhstan and JSC “Economic Research institute” with the purpose of consolidation of efforts made by the world scientific and political community to develop the policy of ensuring economic security in the countries of the region.
As its main objective the second AEF specified drawing-up of recommendations for economy development in conditions of global crisis, which were brought for discussion at London summit to the heads of the G20 states in April, 2009.
The II AEF expanded much in comparison with the first one, above 900 Kazakh participants, more than 250 foreign participants from 59 countries, 74 representatives of foreign embassies in the Republic of Kazakhstan and 69 representatives of international organizations attended the Forum.
The official ceremony with the participation of the President of Kazakhstan N. Nazarbaev was held in March 11, 2009.
High ranking participants and well known scientists from around the world such as Nobel Laureates in Economics Robert Mundell and Edmund Phelps, President of the Islamic Bank of Development Ahmad Muhammad Ali, ex-president of the European bank of Reconstruction and Development Jean Lemier, UN deputy Secretary General andexecutive secretary of UN's economic commission for Europe Jan Kubish, Minister of Economy and Planning Khalid bin Muhammad Al-Qusaibiand many others took part in the Panel Session of II AEF.
Within the Forum frameworks the work in panel sessions was performed on the following subjects:
- the world economic crisis and its influence on economic security of the countries;
- development of Islamic economy in the conditions of globalization;
- development of entrepreneurship in the conditions of global risks;
- development of partnership between public and private sector in the conditions of global challenges;
- state regulation of economy in the conditions of global challenges.
Partners in the panel sessions organizing and holding were the Research Institute for Management Problems of the Russian Academy of Sciences (Moscow, the Russian Federation), the Islamic Development Bank, the Central Asian Regional Economic Cooperation (CAREC), the United States Agency for International Development (USAID), the UN European Economic Commission, the Kazakhstan Center of Public-Private Partnership JSC, the Public Administration Academy under President of the Republic of Kazakhstan.
In line with the main activities of the Forum, round-table conferences and scientific practical workshops were conductedin relation to urgent issues of the world economy.
Within the Forum the days of International School “Programs and Projects Evaluation” under the aegis of the IPEN (International Programs Evaluation Network) passed. While holding the round-table conference on the subject: “Budgeting Aimed at a Result: Programs and Projects Evaluation” its participants proactively discussed the issues of evaluation of social programs implementation efficiency, assessment of efficiency and productivity of spending the budgetary funds allocated for implementation of programs in social sphere, as well as foreign experience of the population employment monitoring during crises. Courses were held in the form of seminars, lectures, workshops, master classes and discussions. After the seminar, 60 participants were awarded with international certificates.
Specificity of the II AEF became also the fact that Internet forum had been operating from March 1-10 during the Forum preparation. The organizers’ conception specified the procedure of collecting opinions among the Internet-community in relation to the most important issues of the world economy and further discussion of the same by the experts of the II AEF to formulate recommendations for the Summits of heads of the G20 states. This resulted in sending more than 2.5 mln. invitations to participate in online-forum. Within this period the site traffic ranking equaled to more than 56 thousand people.
Online Forum was held in three sections:
- The global financial crisis: causes and the ways to minimize the consequences;
- Problems of development of Kazakhstan's economy amid the global crisis and ways to minimize its effects;
- The state's role in the development of Islamic financial industry.
As the result, at the II Astana Economic Forum the international experts in the field of economics developed and adopted recommendations for G-20 countries which were presented in the text of the Open Letter of the Minister of Economy and Budget Planning of Kazakhstan byB.Sultanov.
