Media accreditation requirements

Media Accreditation Rules of the Fifth Astana Economic Forum

1. General provisions

1.1. Media representatives at the Astana Economic Forum are accredited to help ensure they obtain the help they need to prepare and disseminate complete, accurate information about Forum events.

1.2. Accreditation of media representatives is mandatory for all Forum events, which will be held from May 22 to 24, 2012.

1.3. Accreditation is carried out under the Republic of Kazakhstan’s “On Mass Media” law. It is aimed at achieving successful mutual cooperation between Forum organizers and participants, and media representatives.

1.4. Media representatives must respect the rights and lawful interests of Forum staff and participants, and observe accepted standards of journalistic ethics.

1.5. Accreditation does not guarantee media representatives their personal presence at business events that are associated with the Forum but that are not part of the Forum program that is public. Neither does accreditation guarantee media representatives access to officials at business events associated witht the Forum.

2. Accreditation of media representatives

2.1. Persons eligible for accreditation

2.1.1. Media editorial staff registered under the Republic of Kazakhstan’s “On Mass Media” law as well as representatives of foreign media whom the Republic of Kazakhstan’s Ministry of Foreign Affairs have accredited to practice journalism in Kazakhstan are eligible for Forum accreditation. If a foreign journalist has not obtained Foreign Ministry accreditation, he/she can apply for short-term accreditation during the Forum. In such a case, he/she should inform Forum organizers of his or her visit in advance and ask the organizers for assistance in obtaining short-term accreditation.

2.2. Persons not eligible for accreditation:

2.2.1. Persons who are not representatives of the media, including press officers of government agencies, businesses, public organizations and international organizations;

2.2.2. Representatives of non-core media publications, advertising publications, cataloguess and Internet portals that do not publish economic and political news;

2.2.3. Foreign media representatives who are not obtained accreditation from the Foreign Ministry of the Republic of Kazakhstan.

2.3. Procedure for submission and review of the application for accreditation.

2.3.1. Representatives of media organizations wishing to cover events at the Forum must go to the accreditation page of the Fourm Web site, www.aef.kz.

2.3.2. All fields in the accreditation form must be completed.

2.3.3. Applications will be considered for accreditation during the following periods:

– for foreign media representatives –- from January 1, 2012, to May 15, 2012.

– for Kazakhstani media representatives –- from March 1, 2012, to May 15, 2012.

If an applicant fails to submitting an application by May 15, 2012, Forum organizers cannot guarantee accreditation.

2.3.4. Forum organizers usually decide whether to approve a filled-out accreditation within three days of it being submitted.

2.3.5. Journalists are considered accredited after receiving an accreditation confirmation from Forum organizers. The confirmation notice will be sent to the e-mail address that the applicant specified when filling out the accreditation form.

2.3.6. The accreditation of media representatives is valid for the duration of the Forum from May 22 to May 24, 2012, in all buildings where the Forum’s work is conducted.

2.4. Issuing of accreditation badges

2.4.1. Media representatives will receive accreditation badges after obtaining accreditation confirmation.

2.4.2. Accreditation badges will be issued only under the following conditions:

- Kazakhstani media representatives may obtain a badge in either of two ways. One way is to present an identification card or passport to Forum organizers. The passport number must match the number in the accreditation form the applicant filled out. The other way to obtain a badge is to give Forum organizers an official letter on editorial letterheads with the stamped signature of the applicant’s supervisor or another document confirming the applicant’s identity.

- Foreign media representatives may obtain a badge by presenting a passport or their Kazakhstan Foreign Ministry press accreditation card. The passport number must match the number in the Forum press accreditation form that the applicant filled out.

2.4.3. Badges are issued only at specified badge-issuing locations in Astana. The list of locations and their hours will be available at www.aef.kz about 10 days before the Forum.

2.4.4. A badge does not entitle a person to attend events that require special invitations.

2.4.5. The badge must be worn for the duration of the Forum. It is intended to be worn only by the person whose name is on it. A badge’s transfer to third parties during the Forum is strictly prohibited.

2.4.6. Any other accreditation cards are not valid for covering the Forum.

2.4.7. In case of loss, theft or damage to a badge, a media representative must immediately notify an administrator at the Forum information service counter. The missing badge will be blocked and a duplicate will be issued on the basis of written statement from the media representative.

2.4.8. The replacement badge will be valid only upon presentation of a passport, identity card or other document confirming the media representative’s identity.

3. Rights and obligations of media representatives accredited to the Forum

3.1. A media representative accredited to the Forum is entitled to:

3.1.1. use all the services specially arranged for the journalists' work;

3.1.2. receive information about official events and exhibitions at the Forum, including press releases, the Forum program, the list of participants, and participants’ catalogues.

3.1.3. participate in Forum Rusnanotech events, depending on whether the events are open to media;

3.1.4. work at the Press Center of the Forum Rusnanotech conference while the conference is under way and use press-related Forum Rusnanotech infrastructure.

3.1.5. participate in press conferences, briefings and other press events;

3.1.6. interview all participants and organizers of the Forum.

3.2. A media representative accredited to the Forum Rusnanotech is obligated to:

3.2.1. ensure that what he or she reports is accurate;

3.2.2. respect the source-citing requests of those who provide information, and ask for authorization of a quoted statement if it is not in the public domain;

3.2.3. notify those who are providing information if any audio video recordings or made of them, or if any film or photography is being taken.

3.2.4. present on demand an editorial card or other proof of identity that confirms the media representative’s journalistic credentials;

3.2.5. refrain from using professional resources to conceal information or falsify socially significant information, refrain from spreading rumors under the pretense that the information is a credible report, and refrain from gathering information for the benefit of a third party or entity other than the media;

3.2.6. refrain from taking photos or making video recordings when Forum security staff request it;

3.2.7. when using official information and quoting Forum participants, the finished journalistic material must include a reference to the Forum and the sources of the media representative’s information. In addition, online media must include in their material a link to the Forum Web site, www.aef.kz. Making changes, additions or distortions in cited information is prohibited.

3.3. Revocation of accreditation

3.3.1. A journalist’s accreditation may be revoked in the following cases:

-- Interfering in Forum events;

-- Disseminating false information;

-- Disobeying Forum organizers’ instructions, in particular instructions about media limitations on covering Forum business and cultural programs;

--Violating generally accepted standards of conduct and ethics at Forum venues.

Any decision to revoke a journalist’s accreditation will be made by Forum organizers. The decision must be reasonable and issued in writing.

3.3.2. If an accredited journalist violates generally accepted rules of behavior, Forum organizers or security staff can revoke his or her badge. To resolve conflicts associated with accreditation, a media representative may contact Forum organizers.

3.3.3. Staff at the Forum and at the Forum press center are not responsible for revoking a media representative’s accreditation, nor are they responsible for the loss of equipment or other property seized from a media representative by law enforcement agencies for security measures.
